Bills to Face Several Struggling Quarterbacks During 2025 Season
As the 2025 NFL season approaches, excitement is building with training camps set to begin later this month. The Buffalo Bills will open camp on July 23rd at St. John Fisher University, where position battles will be in full swing. But while fans focus on roster developments, it’s also worth looking ahead at the quarterbacks Buffalo will square off against this season.
The Bills are set to compete against some of the NFL’s elite quarterbacks—names like Patrick Mahomes, Lamar Jackson, Joe Burrow, and Jalen Hurts. However, their schedule also includes a number of matchups with quarterbacks who have either underperformed or remain unproven at the professional level. Let’s take a closer look at five of the least threatening quarterbacks the Bills are slated to face.
5. Justin Fields – New York Jets
Once a high draft pick in 2021, Fields has yet to reach the expectations placed on him when the Bears selected him early. Now with the Jets, Fields’ mobility can present a challenge, but overall, he has not elevated the team’s offensive capabilities. The Jets appear to be stuck in another rebuilding phase, and Fields hasn’t changed that trajectory.
4. Michael Penix Jr. – Atlanta Falcons
Atlanta’s decision to select Penix Jr. in the top 10 of the 2024 NFL Draft was a surprise, especially after signing veteran Kirk Cousins. With Cousins underperforming last year, Penix Jr. got his chance late in the season. While not necessarily a poor quarterback, Penix is largely untested at the NFL level, and Buffalo’s defense has a strong track record of disrupting young quarterbacks.
3. Bryce Young – Carolina Panthers
Taken first overall in 2023, Young is still working to validate his draft status. Although he showed some growth late last season, doubts remain about his size, athleticism, and long-term ceiling. It’s unclear if he’ll take a step forward in 2025 or continue to plateau.
2. Tyler Shough – New Orleans Saints
Shough enters a difficult scenario in New Orleans, where quarterback stability has been elusive since Drew Brees’ retirement. While he has some supporting talent around him, his college career didn’t offer much to inspire confidence. With a new head coach and a franchise struggling with cap issues, Shough faces an uphill battle.
Patrick Mahomes,

1. Browns QB Carousel – Cleveland Browns
The most uncertain situation lies in Cleveland, where a crowded and confusing quarterback room includes veterans like Joe Flacco and younger names like Dillon Gabriel, Shedeur Sanders, and Kenny Pickett. The Browns’ instability and lack of a clear starter make this one of the least imposing quarterback matchups on Buffalo’s schedule.
As the Bills gear up for a season filled with both tough and favorable matchups, the inconsistencies and inexperience among some of their opponents’ quarterbacks could offer Buffalo’s defense a distinct edge.
